Does the founder have to travel to Uzbekistan?

Not always. Filing is electronic. A visit is more often required for bank identification and for certain documents; the exact need depends on the bank and on how the PINFL is obtained.

Do we need a director who is a citizen of Uzbekistan?

No. Law No. 310-II of 06.12.2001 sets no citizenship requirement for the director. A foreign director is employed under a labour contract, and their work authorisation is arranged separately.
